The Measure V Citizens' Oversight Committee

Roy Cuevas – Saugus
System Engineer

Mr. Cuevas applied for the oversight committee “so that I could be a part of the community effort to see that we are doing the right thing for all schools in the area.” He is retired from the U.S. Marine Corps and currently a system engineer for Motorola. His community activities including serving as a past member of the 29 Palms Chamber of Commerce, past president for Little League, past president for Fraternal Order of Eagles, member of the American Legion. His main concerns with the Oversight Committee are school sizes, money spent on schools and Measure V spending.

Roger Norton – Valencia
Mortgage Banking (Retired CEO)

As a retired mortgage banker with 40 years of experience in the field, Mr. Norton is familiar with the appraisal process and construction. He holds a B.S. in finance and accounting and a certificate in real estate from UCLA Extension. His interest in the Oversight Committee stems from his concern that bond funds be used as required by Measure V and Proposition 39.

 

 

Lisa Eichman – Valencia
Business Owner – Financial Services

With a daughter in the Hart District, Ms. Eichman wants to keep up to date on school site improvements and developments. She owns and operates two businesses. Eichman & Eichman offers tax, accounting and financial services with specialties in small business, entertainment and construction. She also owns Gymnastics Unlimited, Santa Clarita’s longest running gymnastics school. She has been a member of the Rio Norte Junior High Site Council for the past two years.

 

 

 

 

Eduardo Espana - Santa Clarita.
Independent Computer Service Provider

A community member for more than 21 years, Mr. Espana is the parent of a Saugus High School freshman and three Saugus alumni. He was one of the original member-directors and CFO for the Saugus Canyon Homeowners Association, where he became known for his good sense of financial responsibility. He has also been involved in youth sports programs with AYSO and coached National and All-Star teams. He is currently an independent owner-operator computer service provider with 30-plus years of experience. His goals with the Oversight Committee include bringing the Web site up to date and making improvements so the community will have a good source of information on the progress of building and re-building of local high schools and sports facilities, and to make sure that the local community and students get the most benefits from the bond money.

Phil Ellis, Jr. – Valencia
Bank Attorney, Former School Board Member

Mr. Ellis worked on the campaigns for all three local school construction bond measures, culminating with the passage of Measure V. “As a Hart District Board Member, I voted on the allocation of Measure V funds and now I would like to ensure that the funds are spent where the public and the Board decided to spend them,” he said.

 

 

John Hanks – Valencia
Aerospace Engineer

An alumni of Arroyo Seco Junior High and Saugus High School, Mr. Hanks currently has a student attending Valencia High School and another soon to attend Placerita Junior High. He is an aerospace engineer for HR Textron. He joined the Oversight Committee to have a “say” in the financial decisions that affect the school district construction projects for both the immediate and future timeframes. “From a personal point of view, I am interested in learning what goes on in the construction and decision process for new schools and existing school improvements,” he said.

Jack Irwin – Valencia
Engineer; Design and Construction

“After having four children go through primary and secondary education in Saugus, I wanted to contribute to the future of our schools,” Mr. Irwin said in his committee application. He brings to the committee 30 years of professional experience in design and construction. He is a licensed professional engineer with the State of California.
Karl Reinecker – Castaic
Aerospace Management

Mr. Reinecker looks forward to the opportunity to apply 28 years of management experience to benefit public service. He holds a master’s degree in finance and has held various management positions with Rockwell International. He also taught Process of Management and Systems Management in the master’s program at West Coast University for four years.

James Irwin – Valencia
Organizer/Business Representative

Mr. Irwin lists his qualifications for the Oversight Committee as “citizen, community advocate.” His main concern is labor compliance. As an organizer/business representative for Painters and Allied Trades DC 36, he is an active member of Los Angeles Building Trades, LA Federation of Labor. He describes his skills as "involvement with preparation of implementation of project stabilization agreements."

Renée Sabol – Castaic
Parent and Site council Chair

Ms. Sabol attributes her interest in the Oversight Committee to her wish to lend support to the Hart District and oversee the expenditure of Measure V funds. She is the parent of a Hart District student, a past Site Council chair in the Newhall School District, and president of the Santa Clarita Valley Association for the Gifted and Talented. She has volunteered on many committees in the Castaic School District.
Bob Levine – Stevenson Ranch
Accounting/Finance/MIS Manager

The parent of a student at West Ranch High School and two Hart High School alumni, Mr. Levine joined the Oversight Committee as a way of giving something back to the school system as thanks. “The Hart High School District has helped me turn two of my children into outstanding and productive adult members of society,” he said. “My youngest son is headed the same way. All thanks to an outstanding school system.” He comes to the committee with 15 years of experience as manager of accounting, finance and management information systems for a mid-sized wholesale distribution/manufacturing firm.
Jo Ann Smith Curtis - Valencia
Retired Attorney

Three years ago Ms. Smith Curtis relocated to Santa Clarita from her home of 45 years in Glendale. Membership on the Oversight Committee will allow her to be active and involved in her new community. She also is secretary of the Valencia Summit Homeowners Association and a member of the SCV Senior Center Advisory Council. She has more than 25 years of experience as an attorney in both civil and criminal law and as a judge pro tem and arbitrator for Glendale Municipal Court. She wants “to have a positive impact on the continued development, improvement and proper expenditure of taxpayers’ funds within the William S. Hart Union High School District.”
Gary Morgan – Valencia
Law Enforcement

Mr. Morgan has worked in the area of public safety for over 30 years with the Los Angeles Police Department and currently is the captain of the Department of Public Safety at Loyola Marymount University. He is president of the Westridge Homeowners Association and has children attending Hart District schools. He joined the Oversight Committee to have a proactive voice in the direction and growth of local schools. “My goal…was to be an individual or representative (who) would be an active listener and community advocate, who would address the future concerns and needs of our children and the financial impact on our community,” he said.
Anne Gibson - Santa Clarita
Elementary School Principal

Mrs. Gibson has been a member of the community for six years with one child at Valencia High School and another who is an alumnus of Saugus High School. Mrs. Gibson is also a member of the educational community as a principal of Pinetree Community School in Sulphur Springs School District and is married to Jim Gibson, superintendent of Castaic School District. Mrs. Gibson is interested in serving on the Oversight Committee because she wants to get involved in the community in which she lives and works.

Joseph V. Messina - Saugus
Technology CEO, Project Manager

Joe Messina applied for a position on the Citizens Oversight Committee because he felt a need to make sure that the district is being fiscally responsible. Mr. Messina has been in the information technology field for nearly 20 years, serving for the last six years as CEO and senior project manager for Wildcat Technology Solutions. His interest in youth is evidenced by his involvement and commitment to the various organizations in the Santa Clarita Valley such as SCV Youth Project, SCV Chamber Education Foundation, Saugus High School PTSA (president for two years), SCV School and Business Alliance, and Saugus Union School District Technology Advisory Committee. He served on a number of committees for the SCV Chamber of Commerce and has chaired key events for its Education Foundation.

Thomas Troesch - Stevenson Ranch
Software Engineer and Consultant


Stevenson Ranch resident Thomas Troesch has been a resident within the Hart School District for 18 years and had a child enrolled in the district at the time he was appointed to the Citizens' Oversight Committee. He is a software engineer and consultant for Paranomic Software, Inc., in Stevenson Ranch. He has served on the executive committee of Post 507, American Legion. Asked why he wanted to serve on the Citizens' Oversight Committee, Mr. Troesch said: "I am a parent interested in responsible governance, excellent schools and community service."

Brian Springer, Chris Ball, Jacqueline Bick and Wendy Zinn joined the committee in September 2007 to fill four unexpired terms on the panel. They will be eligible for new two-year terms starting in March 2008.

Chris Ball- Valencia
Construction Management

Mr. Ball is a member of the SCV Chamber of Commerce, City Council Agenda Review Committee, and an associate member of the SCV Bar Association. With two children already in the Hart District and another soon to be, he comes to the committee with "a strong belief that money should not be wasted." A licensed general contractor for 25 years, he has spent 15 years providing claims analysis services as a consultant for construction-related litigation. For the last five years, he started and managed the Santa Clarita Builders Exchange, an association of local contractors and construction-related service providers. In the community, he is active in SCV Rotary Club, Samuel Dixon Family Health Center, Elks Lodge, YMCA Indian Guides and Boy Scouts. He brings to the committee a formal education in financial analysis and almost 40 years of construction experience, mostly in management and contract administration.
Jacqueline W. Bick
Local Representative, District 17 - State Senate

A former kindergarten teachers for six years, Ms. Bick is active in the League of Women Voters, American Association of University Women and PTA. She served as national scholarship chairperson for the Electrical Women's Roundtable and served on the Site Selection Committee for elementary schools in Snohomish County, Washington. She also is involved in community service as a member of the Zonta Club of SCV.
Brian Springer
Retail Systems Supervisor

Mr. Springer currently serves on the Sierra Vista Junior High Site Council, and in the past he has served on the Canyon High School Parent Advisory Council and the Pinetree Community School Site Council. Professionally, he has been involved in the construction and remodel of seven upscale grocery retail locations. "As a 15-year resident of the city of Santa Clarita and a parent of two students currently enrolled in the district and of two graduates, I have practical insight to the current and future needs of students and of the district in general," he commented. His goal on the committee is to represent the community and help guide the district to produce well-rounded young adults into the community. His community service includes AYSO, Canyon Country Little League and Girl Scout Troop 789.
Wendy Zinn
Certified Public Accountant

Ms. Zinn has been a strong supporter of local education as a member of the SCV Chamber Education Foundation. She also was a member of the Measure K Oversight Committee for the Newhall School District and currently is in the process of obtaining her master's degree in education from California State University at San Bernardino. She volunteers as treasurer for the HMNM Hospital Home Tour league, the Chamber Education Foundation, Placerita Education Foundation and the SC Association for the Gifted and Talented. She is a former PTA and AYSO treasurer and a member of the American Association of Retired Persons. "As a Santa Clarita Valley resident and mother, I am…committed to children and their education," she said. She sought Oversight Committee membership "to affect positive change and growth within our educational system and ensure proper fund management."
